Retail investors among regulator’s priorities (By IFN)

The Malaysian regulator is also set to launch a framework for business trust to create a regional funds passport to facilitate cross-border unit trusts investments. A statement released by SCM said: “Retail investors can look forward to an expansion in product range and asset classes to cater to their investment needs. Other initiatives include improving the access of retail investors to fixed income, derivative and regional products. To facilitate retail participation in Sukuk and conventional bonds, SCM and Bursa Malaysia are working together to facilitate the offering of corporate bonds to retail investors.” The regulator also revealed its efforts to protect foreign and local issuers and investors in the private debt securities and Sukuk markets by creating tailor-made protection requirements for investors. It was also revealed that the amount of fund-raising approved by SCM in 2011 totaled to RM118.93 billion (US$38.69 billion) as at the end of 2011, compared to RM77.02 billion (US$25.5 billion) in 2010. Sukuk approvals had also more than doubled to RM78.9 billion (US$25.67 billion) from RM38.3 billion (US$12.46 billion) the year earlier. An increase in demand from global investors in private debt securities had also boosted numbers to RM15.1 billion (US$4.92 billion) at the end of 2011, compared to RM14.3 billion (US$4.65 billion) in the year before. Out of this, RM5.05 billion (US$1.64 billion) was invested in Sukuk.

Greek prime minister warns of March default



(bbc bEWS): Greek Prime Minister Lucas Papademos has said Greece may default on its debts in March unless unions accept further cuts to salaries.

Mr Papademos said more cuts were needed to avoid exiting the eurozone.

Analysts say the warning is to prepare Greece for more austerity measures.

European Commission, International Monetary Fund and European Central Bank inspectors, known as the troika, arrive to assess Greece's progress in cutting its deficit on 15 January.

They will decide whether to provide further bailout funds to the country.

Obama announces US deficit deal between party leaders



US President Barack Obama says Republican and Democratic leaders have reached an agreement on raising the US debt limit and avoiding default.




He said the deal would cut $1tn of spending over 10 years, and set up a committee to report by November on a proposal to further reduce the deficit.

BPA Malaysia Ringgit Bond Index overview as at end of April 2011



A rating action affecting the water industry had a major impact on the performance of the corporate bond and sukuk groups. The downgrade by MARC on 6th April 2011 of most of the water utility players caused a drop in value of RM1.052 billion from the market. Despite the sharp drop in the corporate market, the Government bond market rallied.

KUALA LUMPUR, April 1, 2011 – BPA Malaysia has released its latest bond market league table report today. The report highlights market performance from three perspectives, namely Top Issuer, Top Traded Bond and Top Bond Trustee.

In addition, BPA Malaysia has also released a new set of league tables, listing the Top Lead Arrangers by amount issued, by number of issuance, by facility limit and by number of facility issued.

Bond Market performance for February 2011 appears lower compared to the previous month



Returns in the Malaysian bond market remain mixed for the second month running. Practically all bond classes suffered poorer performance in February 2011 compared to January 2011. Although this is typical for this time of the year due to the number of public holidays as well as the shorter month compared to other months of the year, other factors have multiplied it further. The possible impact to the world's economy due to events in the Middle East is one key factor that caused yields for the bond market to be more hawkish. Government papers appears to take the brunt of the current market sentiment.

Bond Index Monthly Report - January 2011 - Returns in the Malaysian bond market were mixed




Returns in the Malaysian bond market were mixed. Some bond classes fared better while others did not. Government Bonds improved when compared to the returns registered in December 2010 but Corporate Bonds returns moved in the opposite direction. Due to the concerns of the market of another rate hike by BNM, the yield for the bond market has been pushed higher. However, the status-quo in the Malaysian Overnight Policy Rate by BNM on 27 January 2011 did help reverse the hawkish market sentiment hence reducing the yields of the Government papers. Although this has an effect of improving the returns for government bonds, the same has yet to be seen for the corporate bond which tends to lag the Government papers.

Promoting anything without the necessary information is a recipe for disaster.

Yesterday, I participated in a panel discussion about the Malaysian Bond Market and derivatives organised by ASLI. Below is the agenda of the conference.

The 15th Malaysian Capital Market Summit - ASLI - Agenda

It was interesting to hear the ideas from the other panelists about what can be done to increase the bond and derivatives market further.

For my part, I highlighted the need of getting the information infrastructure in place first before pushing ahead with new derivative products. Promoting such a market without the necessary information is a recipe for disaster.
